Concepts, Tools and Applications for Community-driven Bioeconomy Development in European Rural Areas

Context

The overall goal of SCALE-UP is to support regional multi-actor partnerships, consisting of private businesses, governments and policymakers, civil society organisations, and researchers in identifying and scaling-up innovative and sustainable bio-based value chains that build on regional resources. Through its approach, SCALE-UP will adapt, implement and evaluate tools to help regional actors to overcome the apparent bottlenecks towards fully exploiting bioeconomy potentials in their region.

SCALE-UP brings together nine partners and six regions case studies: Andalusia, North Sweden, Mazovia, Upper Austria, Strumica (North Macedonia), and the French Atlantic Arc territory comprising four regions (Normandy, Pays de la Loire, Brittany, New Aquitaine).

In the Atlantic Arc region, AC3A and its four regional member chambers are working on the promotion of fibre plants (straw, hemp, flax, miscanthus) for the bio-based construction industry, in consultation with the sector’s stakeholders.

Actions

The project is composed of four main lines of work:

  • study of available biomass resources, ecological limits and existing technical information on the sectors in focus in each region of the project;
  • implementation of an online training programme on the bioeconomy aimed at sharing European experiences and good practices;
  • implementation of an innovation support programme to assist 12 project leaders (2 per region) in the development of their bio-based solution (product or service);
  • organisation of 6 ‘multi-actor platforms’ to promote the exchange of information and the development of synergies between the various stakeholders involved in the project.
